This is one of the popular
roadside games for kids. The kids get to keep all the balls that
they can scoop up out of the water. In a similar game, kids gets
to keep however many goldfish they can scoop up with their wafer before
the water dissolves the wafer away.
The poor parents have to
cough up 5 bucks for the kid to scoop up stuff that can be bought at the
dollar store down the street. Oh well, it is another way for the
Yakuza to get their money.
